Mexico federal police to leave violent border city (AP)

MEXICO CITY ? The mayor of Ciudad Juarez says thousands of federal police officers sent to help patrol the violent border city will start leaving in September.

Hector Murguia says the decision to withdraw 5,000 federal agents was made by federal officials who say the city is under control. Federal police took over the city in April 2010 after soldiers were withdrawn amid abuse of power accusations.

Murguia told Milenio Television on Tuesday that security will be turned over to local police officers. The city has gone through extensive efforts to get rid of officers working for drug cartels.

The Sinaloa and Juarez drug cartels have been fighting for control of the city. More than 6,000 people have been killed since 2008 but homicides began declining this year.

3 civilians killed in Russia's restive Dagestan (AP)

MAKHACHKALA, Russia ? Police say a village leader and an elderly couple have been killed in a restive Russian province in the North Caucasus.

Vyacheslav Gasanov, a police spokesman in the republic of Dagestan, said village chief Rabadan Omarov in central Dagestan was killed late Thursday night when an unidentified man stormed his house and gunned him down with an assault rifle.

In southern Dagestan, a married couple in their 60s known, for having conservative Muslim beliefs, was stabbed to death by a man who attacked their house Thursday night.

Police suspect Muslim insurgents to be behind both killings.

Dagestan is plagued by almost daily violence that has spread through Russia's Caucasus region since the first war in Chechnya in 1994.

Remains of Boston's 1st Catholic cardinal moved (AP)

BOSTON ? There's a new resting place for Boston's first Roman Catholic cardinal.

The Boston Globe reports that William O'Connell's remains were quietly relocated last week from a crypt beneath a small chapel to the courtyard of the nearby St. John's Seminary.

The move covered only a short distance in the Brighton neighborhood. But the agreement to do it ended a lengthy dispute that pitted the archdiocese and Boston College against O'Connell's relatives.

In 2004, the archdiocese sold the land where the tomb was located to the college. The school wanted the remains moved so it could develop the property.

O'Connell's relatives did not want the remains disturbed.

The cardinal is one of the most influential figures in the history of the church in Boston. He died in 1944.

At least 100,000 join Oslo march in grief and unity (Reuters)

OSLO (Reuters) ? At least 100,000 people rallied in Oslo and tens of thousands more marched in cities across Norway on Monday in a nationwide expression of grief and unity over the massacre of 76 people by Anders Behring Breivik.

Breivik told a judge in a closed hearing on Monday his bombing and shooting rampage aimed to save Europe from a Muslim takeover, and said that "two more cells" existed in his group.

Police said they could not rule out the possibility that others were involved in Friday's attacks and they revised down the death toll to 76 from 93: eight dead in a bomb blast in Oslo and 68 at a Labour Party youth camp on Utoeya island.

Stoltenberg addressed the evening crowd, many of them holding up red and white roses for remembrance, his voice trembling with emotion: "By taking part you are saying a resounding 'yes' to democracy." He called the Rose March a "march for democracy, a march for tolerance, a march for unity."

"Evil can kill a person but never conquer a people."

In a country of 4.8 million, where a single murder makes front-page news, the solidarity rally was probably the biggest since World War Two.

"We are a small society and I think that makes everyone feel affected whether directly involved or not," said Jonas Waerstad, 26, who was one of the marchers.

Earlier in the day, a handful of enraged protesters awaited Breivik at Oslo District Court.

"Get out, get out!" shouted one, banging on a police car he wrongly believed contained the self-confessed mass killer. In fact police drove Breivik to the court in another vehicle.

"Everyone here wants him dead," he said, adding that he knew one of the dead and three survivors of the attacks.

"We want to see him really hurt for what he did," said Zezo Hasab, 32, among the jeering protesters outside the court.

Breivik had wanted to explain in public why he perpetrated modern-day Norway's worst peacetime massacre. He was denied a public platform, but judge Kim Heger in his news conference, gave an account of what the accused 32-year-old had said.

After the hearing, a police jeep drove away carrying an unshaven Breivik, with close-cropped blond hair and wearing a red jumper with a lighter red shirt underneath.

QUESTIONS FOR POLICE

Police handling of the crisis may come under more scrutiny after the revision to the death toll, which a police spokesman attributed to difficulties in gathering information at Utoeya.

Daily Dagsavisen asked "Why didn't you come earlier?" citing screams by youths as police arrived on the island -- an hour after they were notified of the shooting.

Police efforts to reach the island stalled after one boat, overloaded with officers and equipment, was forced to stop when it began to take on water.

Breivik's name had appeared, via Interpol, on a list of 50-60 Norwegians after he paid 120 Norwegian crowns ($22.16) to a Polish company that was under surveillance because of its sale of chemicals, Norway's NRK television said.

Breivik leased a farm and bought fertilizers.

"We get masses of information about very many people," PST security police chief Janne Kristiansen told NRK. She said PST checked names on the list against PST watch lists but that "we had absolutely nothing on Behring Breivik" and it was dropped.

She said his Internet and Facebook profiles looked moderate although he took part in some extremist chat rooms.

It was not clear whether Breivik is in fact part of an organization, although he has written about a revival of the Knights Templar, a medieval order of crusading monks.

"MASS IMPORTS OF MUSLIMS"

Judge Heger said Breivik had accused the ruling Labour Party of betraying Norway with "mass imports of Muslims."

He said his bombing of government buildings in Oslo and massacre at a summer camp for Labour's youth wing was aimed at deterring future recruitment to the party.

"The goal of the attack was to give a strong signal to the people," the judge quoted Breivik as saying.

Breivik's custody can be extended before a trial on terrorism charges. Police say the trial could be a year away. Heger said he had ordered Breivik detained in solitary confinement for eight weeks, with no letters, newspapers or visits, except from a lawyer.

The detention, in line with a request from prosecutors, will allow them to investigate the case against Breivik.

In a rambling 1,500-page tract posted online just before the massacre, Breivik explained how violence was needed to rescue Europe from Islam, immigration and multi-culturalism.

If he survived his assault and was arrested, this would "mark the initiation of the propaganda phase," he wrote.

The judge's decision to close the hearing to the public followed an outcry from Norwegians incensed at the possibility that Breivik would be allowed a public platform for his views.

A Facebook group called "Boycott Anders Behring Breivik" carried the message: "He has planned this stage, to get propaganda. Do NOT let him get that freedom ... Boycott all media describing the Norwegian terrorist and his beliefs."

The maximum jail term in Norway is 21 years, though that can be extended indefinitely if there is a risk of repeat offences.

The attack was likely to tone down the immigration debate ahead of September local elections, analysts said, as parties try to distance themselves from Breivik's beliefs and reinforce Norwegians' self-image as an open, peaceful people.

Party leaders have agreed to delay the start of campaigning for the polls until mid-August, Norwegian news agency NTB said.

Norway's immigrant numbers nearly tripled between 1995 and 2010 to almost half a million. Arguments that many were drawn by generous welfare handouts spurred the growth of the Progress Party which became Norway's second biggest in parliament after the 2009 election on a largely anti-immigration platform.

Breivik once belonged to the party, but left saying it was too politically correct. He then began scheming to "resist," burying ammunition, weight-lifting, storing credit cards and researching bomb-making while playing online war games.

After three months of making explosives on a remote farm, Breivik drove a hire car packed with the device to Oslo, detonating it outside government offices. He then drove to Utoeya, 45 km (28 miles) away.

North, South Korea to meet face-to-face at forum (AP)

BALI, Indonesia ? North Korea agreed to hold talks with the South on the sidelines of Asia's largest security gathering Friday and named a new envoy to stalled disarmament talks, officials said.

The North ? which stands to get badly needed aid and other concessions if it returns to six-party talks aimed at ending its nuclear weapons program ? has indicated in recent months that it might be ready.

North Korean Foreign Minister Pak Ui Chun told reporters Friday that veteran diplomat Ri Yong Ho had been appointed the country's top envoy to the negotiations.

A senior U.S. official, speaking on condition he not be named, said the North also had agreed to hold working-level talks with the South on Friday, but did not indicate who would be taking part.

It would be the "first big interaction" between the two sides in many months, he said, and could lead to increased open interaction in the months to come.

Disarmament talks have been stalled since 2008, when North Korea walked out to protest international criticism of a prohibited long-range rocket launch. Tensions between the North and South have remained testy ever since.

But top diplomats from all six countries involved in the negotiations ? the United States, China, Russia, Japan and North and South Korea ? were attending the ASEAN Regional Forum raising hopes of a breakthrough.

U.S. Secretary of State Hillary Clinton said she and Chinese Foreign Minister Yang Jiechi would discuss their "mutual desire for peace and stability on the Korean peninsula" on Friday.

Yang agreed, saying this was the time to unite.

"Anything we can do together to promote a better atmosphere and good dialogue among the parties concerned and to restart the six-party talks would be in the best interests of peace, stability and security of the region," he said.

South Korea and the United States say North Korea must demonstrate a commitment to denuclearization before any negotiations can resume. Seoul also wants a show of regret for two deadly incidents South Korea blames on the North: the sinking of a warship a year ago and an artillery attack on a front-line island in November.

The two Koreas remain in a technical state of war because their three-year conflict ended in a truce, not a peace treaty, in 1953. The U.S. has 28,500 troops in the South ? a presence that Pyongyang cites as a main factor behind its need to build a nuclear program.

1. Hike hard and high: If you live in the Rockies chances are the trophy mule deer you?re hunting are going to be in the highest, nastiest places they can find. And that usually means having to hike hard and high. This also means being in good shape to get to those areas. If you?re not in good shape then forget about finding a trophy mule deer, unless you happen to get lucky and stumble across one.

2. Get good with optics: Spotting trophy mule deer can be a challenge in itself. During the hunting season mule deer change color to a shade of gray which helps them blend in great with their environment. I know I?ve passed over plenty of big bucks because I wasn?t patient and didn?t glass thoroughly. When you?re glassing for a bedded buck which is never easy anyway try looking for antlers or the outline of their bodies and this will help.

3. Learn their patterns: Mule deer, like elk and humans are habitual animals. They like the same canyons, watering holes, peaks, bedding areas and other places they generally hang out at. If you can find out where those trophy mule deer hang out at and their patterns then you?ll definitely have an advantage over them.

4. Find the off beaten path areas: If there?s a crowd of hunters and the mountain looks like there are a bunch of orange pumpkins running around on it then be rest assured that there won?t be too many trophy bucks hanging around that area. It?s best to try and find those spots that very few and if possible no one else hunts. Big bucks are reclusive and hang out where people aren?t.

5. When in their area always be ready: When you?re sneaking through their backyard you always have to be ready to take aim and fire in a split second. Trophy bucks never stick around to smell the roses. When they hear you or catch wind of you they?re off like a race horse out of the gates. And seldom do they turn around and look to see what?s chasing them unlike what the younger bucks are famous for.

The Xoom may have an early start on Android implementation, but Samsung is looking to own as much of Android?s ecosystem as possible. The expectation on Samsung?s end is that the tablet market will grow in the same manner as the smartphone sector, taking on an organic spread throughout the industry. Samsung has high hopes for its Galaxy Tab, estimating record high sales for this year, topping 300 million. But all that success is garnering the attention of enemies, including Apple (AAPL). India's Tata group to sell $700 flat-pack house (AFP)

NEW DELHI (AFP) ? The Indian company that launched the world's cheapest car has unveiled its latest product for the fast-growing nation: a flat-pack house that costs just $700 and can be built in a week.

The Tata group, maker of the $2,500 Nano car, said that the 20-square-metre (215-square-foot) home comes from a pre-fabricated kit that includes doors, windows and a roof.

"We have already prepared two-three different designs based on discussions with users and are gathering more feedback," Sumitesh Das, the head of the project at Tata, told reporters in Hyderabad.

"Hopefully, in the next six-eight months we should be able to roll it out in the market nationally."

The basic model of a so-called "Nano" house will cost 32,000 rupees ($720) and will use coconut fibre or jute for wall cladding and interiors. It has a life expectancy of 20 years.

The house, which is being tested in the state of West Bengal, will also be available in a larger 30-square-metre version and with additional features such as a solar panel for the roof and a verandah.

Tata hopes to sell the house to private buyers who have a plot of land available and also to state governments planning mass residential schemes for India's millions of destitute and homeless.

Das said Tata was using advice from panchayats (village councils) to fine-tune the design.

The Nano car drew worldwide attention when it was launched in 2009, but sales figures have not met expectations due to production delays and safety issues.

Where are leaders of integrity when we need them?

The resignation of Rebekah Brooks as chief executive of Rupert Murdoch?s News International represents a new eruption in the phone-hacking scandal that has damaged the media, police and the Cameron government.

Yet this is only the latest in a long series of blows that have struck almost every major national institution in Britain in recent years: the bank bosses were exposed in 2008 as greedy incompetents, and both Houses of Parliament were rocked last year by revelations of systemic expenses fraud.

The British have always liked to see people at the head of their society to whom they could look upwards with a little respect, and I do not mean footballers or TV celebrities.

Yet today we find ourselves searching almost despairingly for leaders in politics, in the Church, in the professions, in corporate business and in public service who seem deserving of trust.

The historian G.M. Young asserted complacently in the 1930s that ?the four most efficient institutions in England are the police, railways, trade unions and joint stock banks ? all founded 100 years ago by the same Conservative government?. Not only would Young find it hard to applaud any of those bodies today, but he would struggle to find any national institution that looks untarnished.

When the dust settles from the phone-hacking row, the most serious reputational damage will almost certainly prove to have been sustained by the police. The public is justly cynical about Britain?s media underworld. People may be disgusted by the revelations of the past fortnight, but I doubt they are shocked.

The police, however, are a different kettle of fish. We need to believe that Britain?s law enforcers are honest and efficient. Yet this saga deals a body-blow to any such presumptions.

Whatever the findings of the judicial inquiry into phone-hacking and bribery, we can already see that some of Britain?s most senior officers had close and almost certainly improper relations with News International.

Some of us, including successive Home Secretaries, have believed for decades that the police culture is rotten.

An intelligence official told me recently how shocked he was by systemic and malicious police leaks about an important case in which the Secret Intelligence Service was involved.

The police record as catchers of criminals is patchy, to say the least. Yet their bosses close ranks to deny any shortcomings ? except, of course, in their financial resourcing ? and fight reform tooth and nail.

Some years ago, speaking at a conference of the Association of Chief Police Officers, I suggested that the breakdown of the traditional alliance between the police and the middle class was a tragedy.

When I sat down, a succession of angry chief constables rose to rubbish my remarks. A senior BBC executive with whom I had shared the platform observed afterwards he could not decide whether I had been brave or foolish. But almost everything I said would be taken for granted by any ordinary citizen.

The police will never regain our trust until they get decent leadership and smash the so-called ?canteen culture? that pervades the force. Now, surely, the game is up. The decent officers, of whom there are many, deserve much better than they have got, and so does the British public.

Radical change must be forced on the police, for their sakes as well as ours. Because I am a historian, I hesitate before damning the current membership of the House of Commons because it is easy to catalogue shockers from the past.

Consider, for instance, a survey of MPs between 1790 and 1820: among 658 Members, 50 acknowledged having fathered illegitimate children; 220 were financially ruined and 35 died in exile abroad in consequence; five were expelled for fraud; and at least 19 committed suicide, while six went mad.

By that standard, today?s MPs are no worse than many of their predecessors.

But many people are deeply dismayed by the manner in which all the political parties and indeed this Government are dominated by people who have never done anything. That is to say, they have never held proper jobs, or served in the Armed Forces, or learned how businesses are run.

Few have ever been tested in the fires of conflict or even commerce. Their whole adult and even adolescent lives have been devoted to politics, unlike the Denis Healeys and Michael Heseltines, the Ernie Bevins and Willie Whitelaws of former generations.

They have exhaustively studied polls and focus groups, TV interviewing techniques and speech-writing, but they know next to nothing about what most of us would call real life. Moreover, ministers no longer have top-flight officials to cover for them: there has been a grave decline in the Civil Service.

Much as we love to mock Sir Humphrey Appleby, the devious under-secretary in Yes, Minister, he was jolly clever. So too were some of his real-life counterparts, men such as Sir Frank Cooper and Sir Michael Quinlan at the Ministry of Defence in the Eighties.


?Old Whitehall mandarins might frustrate ministers by running rings around them, but they had the brains to save them from their mistakes and keep the machine running.

I remember Quinlan sighing to me about the Ministry of Defence when diarist, serial adulterer and career scoundrel Alan Clark was a minister: ?We?ve only got one politician here with any brains ? and he?s mad.?

But most of today?s senior Whitehall officials are nothing like as bright as Quinlan and other big figures of past generations. A headmaster of Eton remarked a few years ago that, when he first went to the school, every autumn a handful of the best leavers joined the Home Civil Service.

Not any more. Nowadays, if they want fun they join the media; if they crave money they head for the City. In David Cameron?s shoes, I would recognise a priority to get better people into the top Whitehall jobs if he is to have any hope of getting anything done.

Revitalising the upper reaches of the Civil Service could do more than almost anything else to make us a better-governed country.

As for our religious leaders, we should acknowledge that the Church of England has always been an object of mockery.

A century- and-a-half ago, Anthony Trollope found plenty to laugh at, in his great tales of the clerical world of Barsetshire. Does anybody remember the Seventies TV comedy series All Gas And Gaiters?

But until recent times, the teasing was affectionate. Decent local vicars, of whom there were many, commanded the regard and gratitude of their communities.

Yet in the space of a generation, respect for the C of E has almost evaporated. It is racked by rows about gay and women priests. Nobody any more sings Onward Christian Soldiers, which we all used to love belting out, because prelates are terrified it might suggest enthusiasm for the war in Afghanistan.

Fewer people regularly attend Britain?s churches than Britain?s mosques.

The tenure as Archbishop of Canterbury of that absurd druid Rowan Williams has been embarrassing: he cannot open his mouth without inserting a ski boot in it. Most recently, he questioned the democratic legitimacy of the Coalition, claiming that ?no one? had voted for its flagship policies to reform welfare, health and education, which he said were causing ?anxiety and anger?.

What most of us look for in a spiritual leader is wisdom. In Williams, instead, we see ineffable silliness. The C of E has lost its dignity, without discovering a role.

Britain?s judiciary is still full of clever people, but its reputation has been severely damaged by its assumption of powers that most citizens think far beyond its rightful competence, and often insulting to common sense.

Court decisions, often deriving from judges? personal interpretation of the doom-laden human rights laws, make effective immigration control almost impossible, leave terrorist sympathisers at large in the community, and make Britain the world?s haven for both foreign benefits claimants and Islamic militants.

Respect for the medical and teaching professions has ebbed. NHS GPs now earn six-figure incomes for doing less work than ten years ago, but still they have their hands out for more.

After asking a local doctor to counter-sign an official form for me recently, I was amazed to receive a bill for ?25 for doing so. I responded that the practice could sue for the money if it chose, then changed GPs. The demand reflected an attitude of mind wholly alien to that of service to the community.

As for teachers, I feel less cross with them for striking in protest about their pension changes than for refusing to teach our children what they need to learn to survive in the 21st century, and for their bitter resistance to reform.

The entire profession remains in denial about the debasement of exam results and university degrees. Where once the local teacher in a street or village was a figure to admire, today teacher training colleges turn out jobsworths clinging to Leftist ideologies even a Cuban might think outdated.

Not much more need be said about bankers, save that their armour of greed and complacency remains proof against shame or social pressure to change their ways.

Chancellor George Osborne and Bank of England Governor Mervyn King are bent upon reforming British banking. But, tragically, the Americans refuse to move in step.

Meanwhile, the British Army and the monarchy remain almost the only national institutions that still command solid regard, the latter chiefly because of the personal conduct of the Queen and Prince Philip. I doubt whether either has accepted an unsuitable ?freebie? in their lives. They simply know how to behave ? as too many of their family do not.

The Prince of Wales seems increasingly detached from planet Earth. Yet he?s determined to impose his highly controversial views on the nation ? and its government ? and in a constitutionally ill-judged, if not improper, fashion.

Prince Andrew?s dalliances with foreign dictators and gangsters seem repugnant, while Prince Edward?s recent appearances in military uniform have made him seem ridiculous to the British Armed Forces from whom he once fled.

Many of us tremble for the monarchy?s prospects when the Queen goes ? as, with luck, she will not for many years yet ? unless Prince William and his new bride can revive the ethic of discipline and discretion which his grandmother has wonderfully sustained.

To preserve the crown, the Royal Family as a whole need to behave with grace, avoid unsuitable company and keep their mouths shut. Only if their advisers can reconcile them to these three things will this vital institution be secure.

There seems a common strand in the decline of respect for almost all the others: so ubiquitous has become the worship of money, and those who make most of it, that the old ideal of public service is close to collapse.

In former times, many good and clever people made a conscious choice to adopt careers in which they would not earn a fortune, but where they felt they could make a worthwhile contribution and enjoy the regard of society.

In other words, they made sacrifices in order to serve. This was true of parsons, doctors, teachers, civil servants, service officers and indeed MPs.

Yet not long ago, I was dismayed when a brilliantly clever middle-aged teacher at a great school said to me ruefully: ?My pupils assume I do this job because I couldn?t find anything that paid better.?

We have conditioned ourselves to a grotesquely exaggerated respect for wealth, and those who achieve it.

Britain?s public services and institutions were for centuries the envy of the world, not least because they were untarnished by the corruption endemic in the U.S., much of Europe and, of course, most of Africa and Asia.

I do not suggest that today Britain has become a very corrupt place: the rest of the world laughs at how cheaply one can buy a few British MPs and government officials. But the recent flood of scandals represents a wake-up call.

The public must feel assured that public servants, from Downing Street to the humblest beat copper, are working to serve the interests of the State, rather than being in it for what they themselves can make out of it.

The people who run and influence our society need to preserve their dignity and command our respect. Too many have recently done too much that diminishes these qualities. We shall all be the poorer if we cannot win them back.
