Chongqing -- China's inland business capital (AFP)

CHONGQING, China (AFP) ? After just a few years of explosive growth, China's mega-city of Chongqing has emerged as a major industrial hub, thanks in part to a "Go West" policy to open up China's less-developed inland.

The southwestern municipality, home to more than 32 million people, has been transformed by rapid urbanisation and a construction boom, with ultra-modern factories and skyscrapers galore.

The province-sized city is also becoming a major transport centre at the border of China's prosperous East and poorer West, luring major multinationals keen to expand.

The figures are mind-boggling -- per capita income increased sixfold from 2002 to 2009; foreign direct investment multiplied by four from 2007 to 2009; and the region's economic growth hit a staggering 17 percent in 2010.

"Chongqing is starting to get positive media buzz," Adam McWhirter, the local representative of the European Union Chamber of Commerce, told AFP.

From the cable car station jutting out over the Yangtze, China's longest waterway, McWhirter points to a cluster of new high-rise buildings that have sprung up in just three years.

"It's like building Manhattan across the water from Hong Kong," he says, listing the luxury hotels that are under construction -- Sheraton, Shangri-La, Westin, to name a few -- and all keen to cash in on the influx of foreigners.

Foreign trade jumped a massive 72 percent on-year in the first quarter of 2011, according to official data.

So how did Chongqing transform from one of China's notorious "furnaces" -- a nondescript mid-level industrial city with months of steamy, stifling weather each year -- into a major business hub?

A key reason is the government's "Go West" policy, which offers fiscal incentives to companies that set up shop in the country's less developed inland provinces, rather than in the industrial heartland of the coast.

Another is the fact that labour is cheaper and factories built out west allow workers to stay closer to home, rather than migrate to far-flung manufacturing hubs.

In March, when the central government in Beijing unveiled its new five-year plan for the world's second-largest economy, it featured the new Liangjiang economic development zone in Chongqing.

The zone hopes to succeed much as the southern boomtown of Shenzhen did in the 1980s, or Shanghai's Pudong did in the 1990s.

"Investors are flocking to Chongqing to take advantage of the markets in western China, which are showing strong growth," Huang Chengfeng, head of the school of finance and economics at Chongqing Jiaotong University, told AFP.

"They are coming not just from China, but from around the world."

Automakers Ford and Honda, Finnish mobile phone maker Nokia, French retail giant Carrefour and German chemical group BASF are among the major foreign firms already in Chongqing.

"As a location, it presents incredible strategic opportunities for us. We are connected to the north, to the south, to the east and now very much to the west," Marin Burela, president and CEO of Changan Ford Mazda, told AFP.

Burela said that Chongqing is already a major automotive centre. Ford will soon have three new factories there to meet auto sales that grew by over 56 percent last year, he said.

"We are seeing evidence that this is continuing. Chongqing will become to Ford the second largest automotive centre in the world outside of Detroit."

The mega-city is also quickly becoming a high-tech hub, with Foxconn, the world's biggest contract electronics supplier, Taiwan's leading personal computer maker Acer and Hewlett-Packard already in place.

In just a few years, the area will produce one-third of all laptops sold worldwide.

For the shipment of such high-value goods, Chongqing is depending on a train link that will pass through China's southwest, the far-western Xinjiang region, central Asia and Russia to reach western Europe.

The rail line would offer a major shortcut to the more traditional maritime trade routes from Shanghai, Hong Kong or Taipei, cutting travel time to Europe from about 40 days by container ship to just 15 days by freight train.

Cargo can also be sent out of Chongqing along the Yangtze or via air cargo -- a new air freight carrier went into operation in May.

"Logistically speaking, Chongqing will have access to the world," McWhirter said.

As for the daunting task of moving millions of people in and out of Chongqing, authorities are also making progress.

Airport passenger traffic rose more than 70 percent on-year in the first half of 2010. A second runway and second terminal building were completed late last year, with a third of each set to open by 2015.

"In 2035, there will be four runways with an annual volume of 70 million passengers," Huang said.

Such rapid growth has its social and environmental pitfalls. Pollution has contaminated the air and waterways, fuelling social unrest among people who have lost valuable land or been sickened by toxic waste.

But Bo Xilai, Chongqing's charismatic and ambitious Communist party chief, says he is up to the task, pouring billions of yuan into real estate, public transport and the planting of thousands of trees along the river.

"For the past two or three years, housing prices have clearly increased. But it's still less expensive than in Shanghai, and a lot of low-cost housing has been built," said local architect Gan Chuan.

Overheating "is a Western concern", he added. "The situation here has improved over the last decade. People in Chongqing are happier than those in other Chinese cities."

Many migrants who flock to Chongqing improve their lot in life by taking factory jobs. But thousands of others are not so lucky, working as what locals call "bang bang" -- porters hauling heavy goods up from the Yangtze's banks.

Gene 'Map' of Ovarian Cancer Yields New Clues to Treatment (HealthDay)

WEDNESDAY, June 29 (HealthDay News) -- In the largest such study of any tumor type to date, scientists say they've gleaned an in-depth look at genes that may help drive aggressive ovarian cancer.

The achievement, which could lead to a better understanding of this "silent killer" and ways to treat it, comes as part of The Cancer Genome Atlas (TCGA) Research Network. That project was launched in 2006 by the U.S. National Cancer Institute and the U.S. National Human Genome Research Institute.

"We have now a map that is telling the cancer research community where to look and what to work on in the future," explained study lead author Paul T. Spellman, who conducted his research while a staff scientist at the Lawrence Berkeley National Laboratory in Berkeley, Calif. "The public should know that this is not an answer in itself. But before this we were essentially making guesses. Now we actually have a very good road map."

The findings are published in the June 30 issue of Nature.

According to the American Cancer Society, ovarian cancer is the fifth most common cancer among women, but it is especially lethal because it is often caught too late for effective treatment. Nearly 14,000 American women died of ovarian cancer in 2010, the cancer society said.

The new genomic research looked specifically at high-grade serous ovarian adenocarcinoma (HGS-OvCa), the most common form of the disease, which accounts for roughly 85 percent of all ovarian cancer deaths. Looking at 316 tumors, the researchers focused on what's called "whole-exome sequencing," examining those regions of the genome that deal with protein production. These types of examinations, along with others, were also conducted on another 173 ovarian tumor specimens.

"This battery of analyses is a big step up in characterizing the many different kinds of changes that can cause cancer, in this case ovarian cancer," Spellman explained.

Among some of the main findings:

  • There appear to be four different subtypes of HGS-OvCa, as well as four more additional related subtypes, based on the genetic scan.
  • Abnormalities present in a key gene, called TP53, were found in nearly all (96 percent) of patients diagnosed with these tumors.
  • Just over one in every five of the tumors were found to have tumor mutations in the BRCA1 and BRCA2 genes, which have long been linked to risks for both ovarian and breast cancers. In this case, patients whose cancers carried these mutations had better survival rates than those who did not.
  • Overall, specific patterns in 108 genes were also linked to poorer survival, while those for another 85 genes were linked to better outcomes. Patients with genetic activity deemed "poor" were found to have 23 percent shorter survival than those without such genetic aberrations.

The genomic scan also points to tantalizing new leads for potential treatments, the researchers said.

For example, mapping also revealed 68 genes that could become appropriate therapeutic targets for medications -- either drugs already approved for cancer treatment by the U.S. Food and Drug Administration or drugs still under development, the researchers noted.

According to the team, as many as half of all the aggressive ovarian tumors they studied might respond to drugs that focus on genetic weaknesses in the tumor to help induce cancer cell death.

Dr. Andrew Berchuck, director of the gynecologic cancer program at Duke Cancer Institute in Durham, N.C., said that the main point here is that "not all ovarian cancers are alike."

"What's basically been done here is an autopsy," he explained. "A forensic analysis of tumors. And what they find is that the molecular changes that occur in one case of ovarian cancer can be dramatically different from that of another in terms of what's gone wrong in terms of cell growth and cell death," he added.

"This was suspected to be the case," said Berchuck, who is also a member of the TCGA ovarian cancer working group, and a spokesperson for the Foundation for Women's Cancer. But, "no one's ever mapped it out in extraordinary detail like this before, so that we can begin to understand the biology and root causes of what's going on," he pointed out.

"For patients, what's important is that we can now look at an individual cancer and characterize the molecular alterations that have caused that specific cancer to arise," Berchuck said. "And then those alterations become therapeutic targets for treating that particular cancer. So it really ushers in the potential for personalized medicine, in which you're not treating all ovarian cancers in the same way. Of course, it's a big leap between that knowledge and being able to do something about it. But this represents a major step in the right direction."

Several years ago Microsoft pinned some hopes onto Zune digital media player, now it considers its Windows Phone 7 operating system for smartphones as its primary platform for mobile games.

The obvious problem with Microsoft's approach is that players and smartphones are not designed to play hardcore video games, which is why no one actually develops $50 games for them, but the majority creates titles for $1 - $5. Naturally, hardcore gamers are not interested in such titles and prefer consoles like Ninentendo 3DS as well as Sony PlayStation Portable.

The government is to announce plans to tackle waste, red tape and inter-service rivalry at the MoD.

Described as the biggest defence shake-up for a generation, it follows a year-long review.

It is expected to recommend a reduction in the number of senior officers, with individual service heads losing their places on the MoD's most senior decision-making body.

Defence Secretary Liam Fox will announce the review to Parliament.

The BBC's defence correspondent Caroline Wyatt says the recommendations of the Defence Reform Unit, headed by Lord Levene, are expected to include the slimming down of what many see as the top-heavy structure of the MoD.

She said the plan was also to make it more accountable and reduce rivalry between the Army, Navy and RAF by giving the chiefs of all three services more power over their budgets and organisations.

Lord Levene is also expected to attack the former Labour government for the way they left the MoD's finances.

He writes in The Times: "Our view is that the existing model for running defence contributed to the loss of control over the programme."

Dr Fox has spoken in the past of implementing radical change at the MoD and asked Lord Levene and a team of experts to work out how to fix the department's problems.

The MoD has made headlines in recent years for waste and inefficient procurement, with a black hole in its finances of billions of pounds as a result of ordering more equipment than it had the budget for - a legacy the recent defence cuts have not yet tackled in full.

Lord Levene, chairman of Lloyd's of London since 2002, is expected to say financial management must be at the heart of how the MoD works, and recommend streamlining overly bureaucratic management structures.

The defence secretary is likely to respond with some of the most far-reaching reforms in a generation.

The individual service chiefs of the Royal Navy, the Army and the RAF will be given more control over their budgets and how their services are run and organised.

But they will no longer sit on a key committee but be jointly represented by the chief of the defence staff, General Sir David Richards - leaving just one serving officer on the defence board.

A new joint force command to oversee and integrate areas such as cyber warfare and military intelligence will also be created.

Our correspondent says there will be a thinning out of senior ranks in the forces later on, though how that is done is likely to be left to the chiefs themselves to decide.

Greek police clash with austerity protesters (Reuters)

ATHENS (Reuters) ? Greek riot police fought hooded youths with teargas and batons near parliament on Tuesday as violence broke out at a rally against anti-austerity measures international lenders have demanded from the Athens government.

With Greece on the edge of bankruptcy, parliament is due to vote this week on a package of spending cuts, tax increases and privatizations agreed as part of a massive bailout aimed at averting the euro zone's first default.

Labor unions launched a 48-hour strike to protest the measures and more than 5,000 police were deployed to the center of the capital to deal with the protests, with most attention focused on Syntagma Square in front of the parliament.

The rally was initially peaceful but by early afternoon hundreds of youths, many wearing gasmasks and scarves covering their faces, hurled rock chipped off buildings in the square at riot police who responded with tear gas.

Officials said more than 20 police officers were injured by flying stones. One person was stabbed during fights between rival groups of young demonstrators, eight others were injured and dozens were treated for breathing troubles.

Eighteen people were detained and five were formally placed under arrest, police said.

Violence continued throughout the afternoon and protesters set fire to two communications vans with mobile telecoms transmitters, which they had apparently mistaken for TV trucks and sprayed with slogans attacking the media and banks.

As a crowd initially estimated at more than 20,000 thinned out, clouds of white smoke swirled above the square and police with shields and riot helmets stood by, occasionally launching charges to disperse a harder core of mainly young demonstrators.

The violence ebbed in the evening, when thousands of peaceful demonstrators returned to the square to chant insults at parliament, as they have done every night for over a month.

Transport, schools and other public services as well as many private businesses were shut as a result of the strike called by ADEDY, the union representing half a million civil servants, and GSEE, which represents 2 million private sector workers.

Earlier, protesters had marched through the capital shouting slogans, banging drums and carrying banners attacking the terms of the bailout which many Greeks feel imposes harsh penalties on ordinary pensioners and workers while sparing the rich.

"The measures are for the good of the banks not for the good of workers," said Yannis Tsounis, 38, a municipal worker. "Europe must not see us as pariahs. We are beginning to feel as not being a part of Europe."

DEEP IN DEBT

Greece is in the grip of its worst recession since the 1970s, with youth unemployment at more than 40 percent and public finances shattered by a debt equivalent to some 150 percent of annual economic output.

Deep in deficit and unable to borrow on financial markets, it depends on international support to keep going. A default would spread contagion around the 17-nation single currency area and cause a deep shock to the global economy.

Finance Minister Evangelos Venizelos called on lawmakers to back the measures in two votes on Wednesday and Thursday, saying it was vital to convince Greece's creditors that it had a plan and that the austerity measures could be implemented.

"The government is running out of time and so is the opposition," he told parliament. "We are handling our country's history right now and nobody can play with that."

The European Union's top economic official, Olli Rehn, issued a stark warning to Greek lawmakers that if they did not vote for the measures, the result would be immediate default.

Voting on the first bill is due after a debate that is due to begin at 10 a.m. (3 a.m. ET) on Wednesday. Parliamentary officials said the timing of the vote itself was still unclear but it would probably come during the afternoon.

The conservative opposition has refused to back the plan and although the governing socialists have a majority, with 155 deputies in the 300-seat house, the final outcome is unclear. Some rebels from the ruling PASOK party oppose the deal but a handful of conservatives are expected to back it.

"This policy is wrong, it has exhausted the Greek people and Greek society," conservative New Democracy leader Antonis Samaras told parliament. "If we perpetuate this mistaken policy we will only make things worse, both for Greece and for Europe."

Greek banking shares shrugged off the street violence, rising by 4.9 percent and pulling up the general index by 2.7 percent, on optimism the mid-term plan would pass and European bank talks on the rollover of Greek debt would succeed.

MORE HURDLES AHEAD

More serious problems may lie ahead however when the government has to implement the program, which will slash public sector jobs, shut down state-owned companies and attempt to take on endemic tax evasion.

Euro zone authorities are working flat-out with banks and insurers to devise a scheme under which private bondholders can share the burden of further funding for Greece without prompting credit ratings agencies to declare a selective default.

The austerity plan has caused deep anger among Greeks disillusioned with years of political corruption and inefficiency and now bitterly resentful of the tough conditions imposed by the European Union and International Monetary Fund.

"They cut our pay by 25 percent and a lot of people in my department have not been paid for two months," said 52 year-old civil servant Yannis Zaharopoulos.

"We have gotten to the point where families cannot make it. We are financially and psychologically wrecked."

In a sign the discontent has spread well beyond the union movement and far left, the Greek Confederation of Commerce (ESEE), a trade association of retailers, also rejected measures its leader Vassilis Korkidis denounced as "predatory."

It urged shopkeepers to raise Greek national flags at their stores and announced an internet campaign to convince cabinet members and MPs to renege on the austerity plan.

At least 25 people have been injured in clashes that broke out in Buenos Aires after Argentina's legendary football club River Plate were relegated to the second division.

The violence erupted inside the stadium. Street battles between angry fans and police continued outside.

River needed to win by two clear goals against Belgrano de Cordoba, but only managed a 1-1 draw.

This meant that River dropped to the country's B league for the first time.

The match, held in River's Monumental stadium, had to be abandoned in the final minute, amid chaotic scenes.

Police fired water cannon up into the stands, following a pitch invasion by furious River fans.

Players from both teams had to be escorted off the field.

The violence continued after the game, with clashes outside the stadium between hardcore fans and helmeted riot police, as helicopters hovered overhead.

Police fired rubber bullets and tear gas, and also deployed mounted units to try to disperse the fans, who threw rocks and set fire to vehicles and rubbish bins.

"There are about 25 people traumatised who have been taken to hospitals," said Alberto Crescenti, head of emergency medical services at public events.

In all, more than 2,000 police had been deployed before the game in an unparalleled security operation for a club game.

The game itself was a fiercely fought contest. River had gone 1-0 up within the first five minutes.

Then the man who had scored River's goal, Mariano Pavone, had a penalty saved, to the stunned reaction of more than 50,000 home fans. And that effectively sealed their fate.

By the end of the game, some of their players were in tears.

River, which has won more domestic titles than any other club (33), was one of only three never to have dropped out of the first division.

Many commentators have described it as a drop into the "abyss".

Argentina's press reacted to the result with disbelief.

The national daily, Clarin, wrote: "No-one, absolutely no-one, will be able to forget this day."

It said while Belgrano had been the "executioner", they did not bear most of the responsibility for River's fate.

And it added that "even the poor refereeing... and the management errors" that had helped bring the club to this point did not justify the incidents at the end of the game.

"Incredible but real" was the headline in the sports paper, Ole.

It flagged up the fact that River's descent has been presided over by one of its all-time greatest players - Daniel Passarella, the club's current president.

In recent weeks, River's fans have reacted angrily to a string of poor results, demanding his resignation.

It has been a steep fall from grace for Passarella, the man who captained Argentina's World Cup winning squad in 1978.

He was idolised by River's supporters when he played for club.

River's decline on the pitch has been mirrored by financial problems.

The club is currently carrying an estimated $19m (£12m) of debts, which have forced it to sell off several young stars - players like Javier Saviola - to European clubs.

It might now be forced to sell more, compounding the fans' depression.

China, UK leaders to unveil deals worth £1bln (AFP)

LONDON (AFP) ? Chinese Premier Wen Jiabao and British Prime Minister David Cameron are set to unveil up to ?1 billion worth of trade deals after Wen promised to open up his nation's markets to British products.

Wen, who was to hold talks with the British leader in London, also vowed to support the crisis-hit eurozone, noting it was in both parties' interest to keep the bloc afloat.

The premier on Sunday told the BBC that "we will welcome more British products into the Chinese market" during the second day of his three-day British visit.

On the first leg of his three-nation European tour, Wen promised officials in Hungary that China would continue to support its faltering economy, and pledged to similarly aid the eurozone.

"We reached agreement on the Chinese government buying a certain amount of government debts," he said.

"That is China lending a helping hand to Hungary at a time when that country is in difficulty," he added. "We have done this for Hungary and we will do the same thing for other European countries."

British Culture Secretary Jeremy Hunt spelled out the increasing importance of the Sino-British relationship, calling the Asian nation an "incredibly important economic power and a massive investor in the UK".

During Monday's leaders' summit, Cameron was expected to tell Wen that British companies would be more inclined to do business with China if its human rights record was improved, according to The Times newspaper.

The pair were set to announce deals worth over ?1 billion ($1.6 billion, 1.1 billion euros), according to British media, including a lucrative agreement for British company Seamwell International to develop clean coal technology in China.

Wen on Sunday toured Britain as Beijing freed dissident activist Hu Jia in a move seen as defusing tensions over human rights.

Wen arrived in the central English city of Birmingham on Saturday, while news emerged that Hu, one of China's most prominent prisoners of conscience, was to be released.

Hu, 37, was jailed on subversion charges in April 2008 after angering the ruling Communist Party through years of bold campaigning for civil rights, the environment and AIDS sufferers. His release followed that of outspoken Chinese artist Ai Weiwei last week.

On his first full day in Britain, Wen launched the first new MG car to be made in 15 years, the MG6 model, hailing it as a potent symbol of friendship between London and Beijing.

The new MG6 will be assembled at the MG car plant in Longbridge, Birmingham, which is now owned by Shanghai Automotive Industry Corp (SAIC), China's largest automaker.

"The successful cooperation of the production of the MG6 and other MG vehicles is a symbol of the friendship between China and the UK," said Wen, speaking at Longbridge.

"The model can be summed up as designed in the UK, manufactured in China and assembled in the UK, thereby making the most of China's capital and markets, as well as the UK's technology and managerial expertise."

The Chinese premier later held separate meetings with former British leaders Gordon Brown and Tony Blair and vowed that support to Britain and Europe would be "in concrete actions," according to China's state run news agency Xinhua.

Wen was keen to deepen China's "exchanges and cooperation with Britain and Europe", adding it was in the "fundamental interests" of both parties and vital for world peace and stability, Xinhua said.

Wen leaves Britain for Germany later Monday.

Meanwhile, Chinese dissident Hu returned home earlier Sunday after completing a jail term for subversion -- but seemed likely to be muzzled anew.

Britain's Foreign Office has yet to give an official reaction to Hu's release.

EU foreign affairs chief Catherine Ashton welcomed the news -- but her spokesman stressed the bloc's demands for Beijing to treat Hu fairly and accord him "full rights" after his release.

Germany said it will press human rights issues at its first joint cabinet meeting with China later this week, including the conditions of Ai's release, Foreign Minister Guido Westerwelle said.

Earlier on Sunday, Wen indulged his interest in Shakespeare with a visit to the bard's birthplace in Stratford-upon-Avon, where he was treated to performances of extracts from the play "Hamlet".
