Jadavpur University asked to keep 40% PG seats for external students

The state government wants universities under its control to keep at least 40% of its seats reserved for external students, even though campus showdowns over the proposed Common Entrance Test (CET)?for admission to postgraduate studies in Bengal?s universities have prompted the government to go slow on the reform.

Even if campus showdowns over the proposed CET for admission to postgraduate studies in Bengal?s universities has prompted the Mamata Banerjee government to go slow on the reform, the government wants state universities to make room for at least 40 per cent external students in post-graduate studies.

In a meeting of vice-chancellors, presided over by education minister Bratya Basu at Bikash Bhavan, state parliamentary secretary ( higher education) Ashis Banerjee pressed for this system and wanted Jadavpur University to fall in line.

At the meeting ? in which Jadavpur University vice-chancellor Souvik Bhattacharya was one of the participants ? Banerjee made specific reference to JU?s science faculty, which is yet to accept the state?s 60:40 admission formula in postgraduate courses. Banerjee mentioned that the arts faculty had accepted the formula.

The arts faculty, however, has adopted the government?s formula with a little modification. ?The faculty has no problem admitting 40% students from outside. As a matter of fact, 30% of students who enroll themselves in the postgraduate courses drop out if they get a chance in other reputable institutes in the country or abroad. We have no problem in admitting 30% students from outside to these vacant seats. The problem is with the remaining 10%. In that case, the faculty agrees to the government formula but reserves the right to admit those JU graduates who couldn?t make it to the PG courses because of admission from outside colleges and universities. The faculty will do it by creating additional seats,? said a JU arts faculty member.

The science faculty is likely to follow the same procedure though it had been arguing that the science course in JU is an integrated five-year course broken up in semesters.

State officials backed the government formula as integral to the principle of social inclusion that is being opposed on the plea of university autonomy. The government instead is determined to break the unannounced reservation in universities for their own graduates.

At the same time, the government has not dumped its CET proposal like other examinations such as GRE and GMAT. The government is also preparing a common syllabus for the CET with members from state universities. (TOI)
