Sony says China business has recovered, foresees growth

BEIJING (Reuters) - Sony Corp's business in China has "more or less" returned to levels seen before recent protests against Japan's actions over a group of disputed islands, the Japanese company's China chief, Nobuki Kurita, told reporters on Tuesday.

Calls for boycotts of Japanese products broke out across China in September after Japan nationalized two of a group of disputed East China Sea islands, known as the Diaoyu in Chinese and the Senkaku in Japanese, by purchasing them from their private owners.

The spat plunged relations between Japan and China into a deep freeze and hit sales of Japanese goods in China. Kurita said, however, that Sony's China business would recover strongly in the coming three business years after a dip in the current one.

"My general impression is business conditions have more or less returned to the pre-crisis environment," he told a media briefing at a Sony store in eastern Beijing.

He saw sales in China falling 10 percent in the business year to next March from the previous year, but rebounding in the year to March 2013 and growing strongly in the two subsequent years.

Kurita declined to comment on what impact the election of the hawkish Shinzo Abe as Japan's new prime minister could have on Japan-China relations.

Abe has vowed not to back down on the island dispute, but still must balance that stance with the need for stable relations with China. Japanese media have reported that he will send a special envoy to China to mend ties.

"There's no market that has no risk," he said when asked about Japan-China relations.

"Our mandate is to maximize our business potential in any given situation."

Kurita said he expects Sony's business in emerging markets to grow about 40 percent from the current level to reach some 2.6 trillion yen ($31 billion) in the business year ending in March 2015. China would account for "a good chunk" of that growth, he said.

January aside, higher taxes loom

Workers probably won't feel the full brunt of next year's tax increases in their January paychecks, but they shouldn't be fooled by the temporary reprieve.

No matter what Congress does to address the year-end fiscal cliff, it's already too late for employers to accurately withhold income taxes from January paychecks, unless all the current tax rates remain unchanged, which is an unlikely scenario.

Social Security payroll taxes are set to increase on Jan. 1, so workers should immediately feel the squeeze of a 2-percent cut in their take-home pay. But as talks drag on over how to address other year-end tax increases, the Internal Revenue Service has delayed releasing income tax withholding tables for 2013.

As a result, employers are planning to withhold income taxes at the 2012 rates, at least for the first one or two paychecks of the year, said Michael O'Toole of the American Payroll Association.

If employers don't withhold enough taxes in January, they will have to withhold even more taxes later in the year to make up the difference. Otherwise, taxpayers could get hit with big tax bills, and possibly penalties, when they file their 2013 returns. Video: Breaking down the 'fiscal cliff'

The tax increases could be steep. If Congress fails to act, workers at every income level face significant tax increases next year as part of the year-end "fiscal cliff."

A taxpayer making between $50,000 and $75,000 would get an average tax increase of $2,400, according to the Tax Policy Center, a Washington research group. If the worker is paid every two weeks, that's about $92 a paycheck, on average.

Someone making between $75,000 and $100,000 would get a tax increase averaging nearly $3,700. If the worker is paid every two weeks, that's about $142 a paycheck.

O'Toole said it would take most employers two weeks to four weeks to update their payroll systems, once new tax withholding tables are released. For some small businesses, it could take longer.

"Employers can't really just come up with withholding tables on their own, depending on what the rates are," O'Toole said. "The smaller companies that do not use a payroll processing service probably would have more problems than anyone else."

On Friday, the IRS said it plans to issue guidance by the end the year, though it won't be early enough to affect paychecks in early January.

"We are aware that employers have questions with respect to 2013 withholding," the agency said in a written statement. "Since Congress is still considering changes to the tax law, we continue to closely monitor the situation. We intend to issue guidance by the end of the year on appropriate withholding for 2013."

About three-quarters of taxpayers received tax refunds this year, averaging $2,707, according to the IRS. That gives most taxpayers some leeway to manage their income tax withholding. However, many people rely on tax refunds to pay bills or make major purchases.

"The reality is, the vast majority of Americans do live paycheck to paycheck and that tax refund is their most significant payday of the year," said Bob Meighan, vice president of TurboTax, an online tax preparation service.

Most of the expiring tax breaks were first enacted under President George W. Bush and extended under President Barack Obama. Obama campaigned for re-election on extending the tax cuts on incomes below $200,000 for individuals and $250,000 for married couples. In negotiations with House Speaker John Boehner, Obama offered to raise the income threshold, limiting tax increases to those making more than $400,000. Boehner, who has argued for years that the tax cuts should be made permanent for everyone, responded by trying to push a bill through the House that would have let many of the tax cuts expire on incomes above $1 million.

Many Republicans revolted and Boehner, R-Ohio, shelved the bill, sending lawmakers home for the Christmas holiday and leaving the outcome of talks in doubt as the new year approaches.

If Congress and the White House cannot reach a deal, income tax rates would go up, estate taxes and investment taxes would increase and the alternative minimum tax would hit millions of middle-income people. A temporary payroll tax cut that has benefited nearly every wage earner in 2011 and 2012 expires, costing the average family an additional $1,000 a year by itself.

In addition, dozens of other tax breaks for businesses and individuals that are routinely renewed each year already expired at the end of 2011. Congress was expected to renew many of them by January, so taxpayers could still claim them on their 2012 tax returns.

If Congress doesn't act on those tax cuts, businesses would lose a popular tax credit for research and development as well as generous tax breaks for investing in new plants and equipment. Individuals would lose federal tax breaks for paying local sales taxes, buying energy efficient appliances and using mass transit.

In all, taxes would increase by about $536 billion next year.

Sudan's Bashir to give speech, after surgery last month

KHARTOUM (Reuters) - Sudan's President Omar Hassan al-Bashir will address the nation and open a major dam on Sudan's national holiday next week, in one of his first major public appearances since undergoing surgery last month, state news agency SUNA said on Sunday.

Sudanese blogs and newspapers had been speculating about Bashir's health because he has cut down public rallies in the past few months.

The 68-year-old leader, who seized power in 1989, went to Saudi Arabia in November for what officials described as a "minor surgery". He also underwent surgery on his vocal cords in Qatar in August.

Bashir will travel to Blue Nile state capital El Damazin for Sudan's independence day on January 1 to open a major dam and give a "speech to the Sudanese nation", SUNA said.

Bashir, who is wanted by the International Criminal Court for alleged war crimes in the Darfur region, gave a speech broadcast on television after his operation in Saudi Arabia but has otherwise been less present in public recently.

The veteran leader is known for his fiery speeches and for dancing and waving his walking stick at public events.

Over a 23-year span in power, Bashir has weathered armed rebellions, years of U.S. trade sanctions, an arrest warrant from the International Criminal Court, waves of student protests and the secession of oil-producing South Sudan last year.

The Jawbone UP?($149.99 direct)?is in some ways everything I want from a fitness-tracking gadget. It tracks daily activity and sleep efficiency, comes with a supremely well-designed iPhone app, feels comfortable around my wrist, and includes a vibrating silent alarm, which anyone who shares a bed should at least try. And yet, when I compare it with my favorite fitness device and PCMag's Editors' Choice, the $100 Fitbit One, the Jawbone UP doesn't quite measure up.

The UP costs $50 more and misses many key features that the Fitbit just gets right. One is discretion?not everyone wants to be seen wearing what is essentially a pedometer. The Fitbit One fits snugly on a bra strap, in a pocket, or attached to your waistband. Also, the Jawbone doesn't connect to any other apps or devices. The Fitbit integrates with all the major calorie-counting apps, as well as a Wi-Fi bathroom scale, the Fitbit Aria, for automated weigh-ins.?I wanted to love the Jawbone UP, just as I wanted to love the Nike+ FuelBand. I had high expectations of both, but a middling and lackluster experience.

Design
The relatively thin and flexible bracelet comes in three sizes (small, medium, large) and eight colors: onyx, mint green, light gray, blue, navy blue, red, orange, and hunter green. An embossed zigzag extends the length of the wrap-around band, which is made of medical-grade, hypoallergenic TPU rubber. In theory, you can wear it all the time, even in the shower, although I have not yet given it the full splash test. I'll let common sense, rather?than the instruction manual,?guide that decision.

What's included? You get the UP band, a not-very-helpful quick start guide that will point you to Jawbone's website for additional instructions, and a USB charging cable. Inside the band is a lithium-ion polymer battery that lasts about 10 days on a single charge.

Some reviewers like the Jawbone UP's look, but I doubt they went to a formal dinner in a sleeveless dress while still wearing it. If a device is meant to be worn 24/7, as the Jawbone UP is, I need the option to wear it discreetly. That's a huge selling point for the Fitbit, and a major con for the UP.

It's All in the App
The best aspects of the Jawbone UP are found in the iOS app, the primary?nay, only?way you interact with data. The app shows how many miles you've walked, calories you've burned, charts of your sleeping patterns, your mood should you choose to log it daily, and a summary of what you've eaten.

But wait. There's more. From the app, you can set a silent alarm that vibrates up to 30 minutes ahead of your designated wake up time if it spots an ideal moment for you to get up based on your REM cycles. Pretty neat, eh? There's also a power nap switch that, when activated, looks at your sleep habits to determine whether your best nap would be a 27-minute rest or a 45-minute siesta, or something in between. It then sets the appropriate alarm. The Fitbit One has a silent alarm, too, but it only vibrates at the time you set. One more silent alarm I like in the Jawbone UP is an "idle alert," which I scheduled to remind me to get off my butt after 90 minutes of inactivity Monday through Friday, from 8:30 AM to 5:00 PM.

Graphics in the Jawbone UP's app delight the eye with vivacious colors. Interactive gesture-based motions look smooth and fluid. But here's the catch: You must connect the Jawbone to your iPhone's or iPad's headset jack to sync the data and be able to see it. That is to say, the rubbery and lightweight bracelet tells you next to nothing in itself. There are no readouts or displays on the device.?In other words, you need an iOS device. According to the company, an Android app is in hopper, but it's not on the market yet.

The Fitbit One, meanwhile, spoils you with data in a Web app, in mobile apps, and on the gadget itself. Press its tiny button, and you can cycle through your fitness stats, or just view the time, at a moment's notice.

What's Missing and Conclusions
The latest gadgets in the personal fitness market add a heart rate monitor directly on the device, no chest strap needed. I recently received a Basis Alpha to test, which has this feature, and am psyched to write about it soon. A high-tech feature such as this one sets the Jawbone UP even further behind the pack.

The few aspects of the Jawbone UP that I like, I really like. This device could have been great, but the fact that it's limited to iPhone, iPod touch, and iPad users decreases its overall appeal considerably. And in light of our Editors' Choice, the Fitbit One, Jawbone's band doesn't really compete. If you have an iPhone and don't mind not being able to see your data right on the device, it could be a great option, but it's still 50 bucks more.
